Many widely varying types of    motive were produced in favor of expansion, but the American   consul-general in Shanghai, John Goodnow, went to the heart of the matter and spoke for many globalists when he declared before the peace treaty had been signed: ”We should hold the Philippine islands, the Caroline islands and the Ladrone islands, also Cuba and Porto Rico.
