To be sure, not everyone agreed with this need for change and that approach. But I believe we can all be proud to say that we have made tremendous progress over the last 18 months in coming to a broad consensus on the need for NATO 3.0. Thanks to President Trump and key leaders like Secretary General Rutte, both the United States and Europe essentially now agree on this critical point: we must make NATO more focused on warfighting readiness, more balanced, and more pragmatic.
