Russia and Ukraine hold divergent interpretations of the Minsk agreement, particularly regarding the sequencing of steps for its implementation. Moscow insists that Kyiv must first implement the political provisions and enact constitutional amendments recognising the “special status” of Donetsk and Lugansk.
