Japan, NATO to step up military cooperation, japantoday.com

Japanese and NATO officials agreed Tuesday to step up military cooperation and joint exercises as they shared concerns that Russia’s invasion of Ukraine is causing a deterioration of the security environment in Europe and Asia.

Japanese Defense Minister Nobuo Kishi said at the beginning of his meeting with NATO Military Committee chief Rob Bauer that Japan hopes to strengthen its ties with European countries and welcomes NATO’s expanded involvement in the Indo-Pacific region.

”The security of Europe and Asia are closely intertwined, especially now with the international community facing serious challenges,” Kishi said.

Bauer’s visit in Tokyo comes as Japan’s Maritime Self-Defense Force is participating in NATO naval exercises in the Mediterranean Sea.

U.S. Deliberation During Hungary’s 1956 Uprising Offers Lessons on Restraint, currentaffairs.org

Branko Marcetic, author of Yesterday's Man: The Case Against Joe Biden

[…] We now know, thanks to a 2012 draft study prepared for the historical office of the secretary of defense, that the decision-making of U.S. and other Western officials throughout these crises was driven by the desire to avoid another world war. Eisenhower, thinking of Adolf Hitler’s actions in the face of defeat in an earlier era, feared that Soviet leadership, “in view of the serious deterioration of their position in the satellites, might … resort to very serious measures and even to precipitate global war.”

Other officials were similarly cautious. The Joint Chiefs discussed the risk that “serious defeat by the Soviets could conceivably result in precipitous action on their part.” Defense Secretary Charles Wilson similarly ruled out military intervention to the press, expressing the hope that things would be solved, as “many times they are, by men of good will … work[ing] something out that is just and fair.” […]

When a reporter asked John Foster Dulles if Washington would simply “sit back” and do nothing if the Soviets intervened in Poland, the secretary of state replied that sending in U.S. troops “would be the last thing in the world” that protesters would want, because it “would precipitate full-scale world war, and the probable results of that would be all these people would be wiped out.” Richard Davis of the state department’s policy planning staff produced a paper warning that U.S. intervention, multilateral or not, would lead to “a major crisis with the Soviet Union and possibly the outbreak of general war.” […]

Western officials in hindsight were, if anything, too careful, reluctant to even grant the rebels overt political backing or raise the issue in the Security Council lest it provoke a massacre or worse. But their erring on the side of caution reflected their deep concerns about a wider war and nuclear devastation. Läs artikel

Old Men Talking Sense on Ukraine, braveneweurope.com

Patrick Cockburn, author of War in the Age of Trump

Some of the most sensible commentary about the Ukraine war is being made by people in their nineties, born before the Second World War and with vivid recollections of the Cold War. One is 98-year-old Henry Kissinger and another is the 94-year-old Israeli global strategist Prof Yehezkel Dror of Hebrew University in Jerusalem. Both men are old and distinguished enough not to be caught up in popular war hysteria or foreign policy establishment conventional wisdom and herd instinct.

I have never been tempted to write many good words about Kissinger, but his realism about the war is a welcome contrast to those who would like to see it go on ad infinitum in vain pursuit of some unattainable victory.

Asked who will win the Ukraine war, Prof Dror, who has advised six Israeli prime ministers, replied: “This war, like most wars, will end with no absolute winner. Both sides will lose. The question is which side loses more. Ukraine is fighting bravely. President Volodymyr Zelensky has become a mass media hero. Western countries are condemning Russia and providing Kyiv with weapons and sanctions. But meanwhile, Ukraine is being partly devastated and depopulated. It is paying a very high price in blood and material, while Russia remains secure.”

”Spirit of Locarno”.

Return of the King, newleftreview.org

Wolfgang Streeck, director emeritus of the Max Planck Institute for the Study of Societies in Cologne

[…] Ukrainian politics apart, an American proxy war for Ukraine may force Russia into a close relationship of dependence on Beijing, securing China a captive Eurasian ally and giving it assured access to Russian resources, at bargain prices as the West would no longer compete for them. Russia, in turn, could benefit from Chinese technology, to the extent that it would be made available. At first glance, an alliance like this might appear to be contrary to the geostrategic interests of the United States. It would, however, come with an equally close, and equally asymmetrical, American-dominated alliance between the United States and Western Europe, one that would keep Germany under control and suppress French aspirations for ‘European sovereignty’. Very likely, what Europe can deliver to the United States would exceed what Russia can deliver to China, so that a loss of Russia to China would be more than compensated by the gains from a tightening of American hegemony over Western Europe. A proxy war in Ukraine could thus be attractive to a United States seeking to build a global alliance for its imminent battle with China over the next New World Order, monopolar or bipolar in old or new ways, to be fought out in coming years, after the end of the end of history. The EU after Ukraine, americanaffairsjournal.org

Wolfgang Streeck, director emeritus of the Max Planck Institute for the Study of Societies in Cologne

[…] The Russian invasion of Ukraine seems to have answered the question of the European order by reinstating the model, long believed to be history, of the Cold War: a Europe united under American leadership as a transatlantic bridgehead for the United States in an alliance against a common enemy, then the Soviet Union and now Russia. Inclusion in and subordination to a resurrected, remilitarized “West,” as a European subdepartment of NATO, seems to have saved, for the time being, the European Union from its destructive centrifugal forces, without however eliminating them. By restoring the West, the war neutralized the various fault lines where the EU was crumbling, some more and some less, while catapulting the United States into a position of renewed hegemony over western Europe, including its regional organization, the European Union.

Forsvarsavtalen med USA åpner for vidtgående amerikansk myndighet i nord, highnorthnews.com

Astri Edvardsen, journalist

It’s time to stop the eastward expansion of NATO, chinadaily.com.

Ma Xiaolin, dean of and a senior professor of the Institute for Studies on the Mediterranean Rim at Zhejiang International Studies University

[…] But NATO’s expansion will also aggravate tensions and confrontations with Russia, because Sweden and Finland, thanks to their considerable military, economic, financial, diplomatic and soft power, will boost NATO’s strength in a nonlinear way and thus intensify the threat to Russia.

Also, the risk of a nuclear war in Europe is increasing. As soon as the Russia-Ukraine conflict broke out, Russia warned the Western powers against taking sides, reflecting its deep fear of the machinations of the Western powers and their war of attrition.

Besides, after Sweden and Finland join NATO, the length of the border between Russia and NATO will increase threefold, raising the threat to Russia’s national security and territorial integrity because the two countries, especially Finland, will increase their defense budgets.

No wonder Russia has refused to rule out the use of nuclear weapons for strategic containment. As Dmitry Medvedev, the deputy chairman of Russia’s Security Council, said, there could be no more talks of a ”nuclear free” Baltic if the two Nordic countries join NATO.

The Ukraine crisis is essentially a creation of the United States. After the Cold War, the US has used every excuse to expand NATO eastward. It has also prompted European Union leaders to do the same, with the aim of alienating China from the international community and weaken Russia. […]

The Ukraine crisis shows the US can be restrained only if countries ignore, or resist, its call to choose sides. Not only Russia’s traditional partners such as Iran, Venezuela, Belarus and Serbia have ignored the US’ call to indulge in the zero-sum game, but also Hungary, India, South Africa and Israel have openly said they won’t take sides. Most countries may not agree with Moscow’s special military operation in Ukraine, but they still don’t want to get involved in major countries’ conflict. […]

In short, in order to restore lasting peace, European leaders have to stop the eastward expansion of NATO and the EU, take Moscow’s strategic security concerns into consideration, and say no to Washington’s instigation. And it’s time they realized that only talks can promote peace and prosperity. Läs artikel

Natoanhängarna vill döda all debatt, aftonbladet.se

Jan Guillou

Sen kom första räkningen. Från just förtryckarregimen i Turkiet.
