Värdegrund – nej tack!

Svensk utrikespolitik är sedan en tid tillbaka värdegrundsbaserad. Den är också feministisk. Den värderar aktioner och officiella uttalanden efter en ”rättighetsskala”. Det bör den upphöra med.

Ställningstagandet i den pågående konflikten mellan Ryssland och Ukraina – två suveräna stater – kan näppeligen baseras på att den ena är mer ”demokratisk” än den andra. (Vilka det sedan kunde vara.) Här handlar det om folkrätt, alltså om juridik, inte om ”värden”.

Vilket samhällssystem som råder i Ryssland respektive Ukraina är ur ett utrikespolitiskt perspektiv en helt underordnad fråga. Gör man avkall på denna premiss, kommer freden mellan stater och i världsmåttstock att utsättas för en olidlig press.

Lokala försvarsövningar skapar beredskap för störningssituationer, puolustusvoimat.fi

Armén övar lokalförsvarets uppgifter 26.2.–11.3.2022 runt om i Finland. Genom övningarna utvecklar man de lokala truppernas beredskap för lokala strids- och skyddsuppgifter som en del av mer omfattande försvarsåtgärder samt säkrar att myndighetssamarbetet löper smidigt i störningssituationer.

Under veckorna 9–10 arrangeras sex lokalförsvarsövningar runt om i Finland. I övningarna deltar beväringar, reservister och personal från Försvarsmakten samt flera olika myndigheter. Från Försvarsmakten deltar ca 3 800 personer.

De lokala trupperna, som består av reservister och avlönad personal från Försvarsmakten, utgör kärnan i lokalförsvaret som täcker hela landet. De lokala truppernas prestationsförmåga gör det möjligt att använda Arméns operativa trupper, säkra uppställandet av trupper, skydda samhällets vitala funktioner och förebygga att störningssituationer sprids till ett större område.
– Under lokalförsvarsövningarna har aktiva reservister med god lokalkännedom möjlighet att tillsammans med andra trupper öva sina uppgifter på ett mångsidigt och resultatinriktat sätt, säger Arméns operationschef brigadgeneral Tero Ylitalo. Läs artikel

Vladimir Putins uttalanden har inget värde enligt internationell rätt, försäkrar Olivier Corten: ”Detta är inte första gången som detta har hänt. Europa har gjort det för Kosovo till exempel och Ryssland har gjort det. redan gjort för secessionistiska regioner i Georgien, det har också gör för Krim. With “great concern and sadness”, the UN political and peacebuilding chief opened an emergency Security Council meeting on Monday night on the “unfolding dangerous situation in and around Ukraine”.

“The risk of major conflict is real and needs to be prevented at all costs,” Rosemary A. DiCarlo said, reminding that Russia’s decision to recognize the independence of certain areas of the Donetsk and Luhansk regions “in violation of Ukraine’s territorial integrity and sovereignty” risk having regional and global repercussions.

“We also regret the order today to deploy Russian troops into Eastern Ukraine, reportedly on a ‘peacekeeping mission’”, she added, recalling that the developments followed the decision to order “a mass evacuation of civilian residents of Donetsk and Luhansk into the Russian Federation”. […]

After “a number of very emotional statements, categorical assessments and far-reaching conclusions”, Russia’s UN Ambassador, Vasily Nebenzya said he would not react but instead concentrate on “how to avoid war.”

He informed the Member States that in accordance with agreements “signed today by Luhansk and Donetsk People’s Republics…the functions of maintaining peace in their territories will be carried out by the Armed Forces of the Russian Federation”.

U.N. Security Council members slam Russia’s Ukraine escalation

The dramatic meeting on Monday night turned into a gang-up on Russia, with Western countries slamming its actions as a break with international law and an implicit attack against the territorial integrity of every U.N. member state.

“President Putin is testing our international system” and “seeing how far he can push us all,” said Linda Thomas-Greenfield, the U.S. ambassador to the U.N. “We must meet the moment and must not look the other way.” Ferit Hoxha, Albania’s representative, posed the overarching question after Russia’s invasion of Ukraine: “Who is next?”

 

‘Exercise utmost restraint’: India on Ukraine crisis at UNSC emergency session

TS Tirumurti, India’s permanent representative to the United Nations, presented the country’s position during an emergency session of the UN Security Council convened by Ukraine with the US and the UK, hours after Russian President Vladimir Putin announced he was recognising the independence of the breakaway regions of Donetsk and Luhansk.

“We have been closely following the evolving developments relating to Ukraine, including developments along the eastern border of Ukraine and the related announcement by the Russian Federation,” Tirumurti said.

“The escalation of tension along the border of Ukraine with the Russian Federation is a matter of deep concern. These developments have the potential to undermine peace and security of the region,” he said. Läs uttalandet

China has been paying close attention to the latest development of the situation in Ukraine. We have fully elaborated on our position at the previous two meetings of the Security Council. At present, all parties concerned must exercise restraint, and avoid any action that may fuel tensions. We welcome and encourage every effort for a diplomatic solution, and call on all parties concerned to continue dialogue and consultation, and seek reasonable solutions to address each other’s concerns on the basis of equality and mutual respect.

The current situation in Ukraine is a result of many complex factors. China always makes its own position according to the merits of the matter itself. We believe that all countries should solve international disputes by peaceful means in line with the purposes and principles of the UN Charter. The Secretary-General is greatly concerned by the decision by the Russian Federation related to the status of certain areas of Donetsk and Luhansk regions of Ukraine. He calls for the peaceful settlement of the conflict in eastern Ukraine, in accordance with the Minsk Agreements, as endorsed by the Security Council in resolution 2202 (2015).

The Secretary-General considers the decision of the Russian Federation to be a violation of the territorial integrity and sovereignty of Ukraine and inconsistent with the principles of the Charter of the United Nations.

The United Nations, in line with the relevant General Assembly resolutions, remains fully supportive of the sovereignty, independence and territorial integrity of Ukraine, within its internationally recognized borders. 

The Secretary-General urges all relevant actors to focus their efforts on ensuring an immediate cessation of hostilities, protection of civilians and civilian infrastructure, preventing any actions and statements that may further escalate the dangerous situation in and around Ukraine and prioritizing diplomacy to address all issues peacefully.

Hemvärnet svämmar över av ansökningar: ”Svårt att ta emot alla”, dn.se

Fler och yngre söker sig till hemvärnets södertörnsgrupp där Roslagsbataljonen och Södertörnsbataljonen ingår. På bara några månader har antalet sökande trefaldigats här.

– Många frågar sig vad de kan göra för Sverige. Det är nästan så att vi har svårt att ta emot alla, säger Björn Svensson som är major och ställföreträdande chef för Södertörnsgruppen.

Under januari 2022 kom 993 ansökningarna in till Hemvärnet i landet – en ökning med 156 procent jämfört med samma period ifjol. Förklaringen tros vara det säkerhetspolitiska läget i världen och att Hemvärnet synts mycket i media.

– Många har gjort värnplikten och nu känner de att de vill dra sitt strå till stacken. Pandemin har säkert bidragit också. Många har suttit hemma och känner att de vill ut i skogen och träffa folk igen, säger major Björn Svensson. Läs artikel

Putin Recognizes Independence of Pro-Russia Separatists in Ukraine, themoscowtimes.com

Russian President Vladimir Putin on Monday recognized the independence of two separatist regions in eastern Ukraine in an emotional address on state-run television, despite warnings from the West this could trigger sweeping sanctions.

”I believe it is necessary to take a long overdue decision, to immediately recognize the independence and sovereignty of the Donetsk People’s Republic and the Luhansk People’s Republic,” he said.

State television then showed Putin signing mutual aid agreements with rebel leaders in the Kremlin. At the end of an hour-long speech, Putin asked Russia’s upper house of parliament, the Federation Council to ”support this decision.”

The Russian leader also demanded that Ukraine end military operations against pro-Moscow rebels in the eastern part of the country, or face more possible bloodshed.

”We demand an immediate end to military operations,” Putin said.

”Otherwise, all responsibility for the possible continuation of bloodshed will be fully on the conscience of the regime in power in Ukraine,” he added.

The West had repeatedly warned Putin not to recognise Ukraine’s rebels, a move that effectively buries a fragile peace agreement regulating the conflict.

But the Russian leader ignored these pleas. He told French President Emmanuel Macron and German Chancellor Olaf Scholz shortly before his address was aired that he would recognise them. Läs artikel

The President of the Republic spoke with the President of the United States, Mr. Joe BIDEN and the President of the Russian Federation, Mr. Vladimir PUTIN.

He proposed a summit to be held between President BIDEN and President PUTIN and then with relevant stakeholders to discuss security and strategic stability in Europe. Presidents BIDEN and PUTIN have both accepted the principle of such a summit.

The substance will have to be prepared by Secretary BLINKEN and Minister LAVROV during their meeting on Thursday 24 February. It can only be held at the condition that Russia does not invade Ukraine. Läs artikel
